Rather than redrawing the districts (based on county maps), it would just make adjustments to the current districts. It could be something like a list of districts, and there might be a sort of range of democrat or republican voters you can add to, or remove from, each district. If you have any ideas about how redistricting could be implemented, please let me know. It is something I might try to do in the future, but I will probably focus on adding other features first. It would be a pretty big challenge to try to figure all of that out.
Also, the game would need to know which counties are connected, so that it makes congressional districts that are connected. There are many counties that would need to be divided into multiple districts, and I'm not sure how the game would do that.
But, in the game, the smallest district unit is the county. In real life, the state legislature has precincts they can use to redraw districts. It might be something I work on in the future, but I still have not figured out how I could implement it. I agree it would be really cool to add redistricting and gerrymandering.
